I- Touristic investment:
Algeria has tourism components that allow it to make tourism investments as an alternative to hydrocarbons in order to achieve sustainable development in the medium and long term. In order to provide the funds necessary for the implementation of the national tourism sector preparation strategy, it is necessary to diversify the modes of financing between public and private, local and foreign.
1. Hotel Establishments:

Any establishment of a commercial nature which receives passing customers or residents without making it their residence, and mainly provides them with accommodation services accompanied by related services.
The hotel establishment can be endowed, considering its type and its location, of facilities which assure the restoration, the diversion, the excursion, the revitalization, the medication, the luxury, the rest, the sport, the conferences and all other activities related to tourism.

Subject to Executive Decree No: 19/158 of 24 Chaaban 1440 corresponding to April 30, 2019 defining hotel establishments and setting the terms of their operation, classification and approval of their manager.
The hotel establishments are:

1) The Hotels:

An establishment that offers rental accommodation units, in the form of rooms and possibly suites, located in a building and / or in residential structures.
It can also provide catering and entertainment services.
The hotels are classified in Cinque (5) categories.

2) The tourist complex or holiday village:
An establishment that offers rental accommodation units, isolated or grouped, located in one or more hotels and in sets of apartments, chalets or bungalows.
It also provides various trade, catering, recreation, games, sports and leisure services.
Tourist complexes or holiday villages are classified into three (3) categories.
3) The aparthotel or hotel residence:
An establishment that offers rental accommodation units in the form of apartments with a kitchen, isolated or grouped.
It can also provide catering and leisure services.
Apart-hotels or hotel residences are classified into three (3) categories.
4) the motel or roadhouse:
An establishment located near a road axis, which offers for rent to a passing clientele consisting mainly of road users, accommodation units in the form of rooms located in a building and / or in residential structures.
It may provide catering and entertainment services.
Motels or truck stops are classified into three (3) categories.
5) Tourist camping:
An accommodation establishment located on a landscaped, fenced and guarded site, which offers chalets or bungalows in light structures or sites intended to accommodate campers equipped with light equipment, necessary for their stay.
It can also offer sites equipped with accommodation equipment for campers, fixed or mobile.
It must include collective health and catering services.
Tourist campsites are classified into three (3) categories.
2. The Tourism and Travel Agency:
Subject to the provision of law n °: 99/06 of 18 dhoul-Hijah 1419 corresponding to 04 April 1999, laying down the general rules relating to the activity of the tourism and travel agency.
Tourism and Travel Agency: any commercial enterprise which carries out a permanent tourist activity consisting in selling, directly or indirectly, tours and individual or group stays as well as all related services.
The Tourism and Travel Agency is referred to in the text as “the agency”.
3. Tourism catering:
Subject to Executive Decree No: 19/151 of 23 Chaaban 1440 corresponding to April 29, 2019 defining and organizing the tourism catering activity.
Tourist restaurants with facilities and equipment corresponding to a certain level of comfort and service and intended to provide a clientele with meals of all kinds, with or without entertainment.
Tourist restaurants are classified into four (4) categories.
4. Homestay residence:
Subject to the laws of the joint ministerial circular n ° 01/2012 of June 16, 2012 which specifies the terms of accommodation at the inhabitant or the form of “tourist accommodation”.
The formula “the residence at the inhabitant” is considered as the mode by which the owner of the habitat makes available to one or more people for a financial consideration and temporarily all or part of its property attached to the provision of services, and the habitat must be furnished and meet safety, health and hygiene conditions.
4. Homestay residence:
Subject to the laws of the joint ministerial circular n ° 01/2012 of June 16, 2012 which specifies the terms of accommodation at the inhabitant or the form of “tourist accommodation”.
The formula “the residence at the inhabitant” is considered as the mode by which the owner of the habitat makes available to one or more people for a financial consideration and temporarily all or part of its property attached to the provision of services, and the habitat must be furnished and meet safety, health and hygiene conditions.To place a private residence under the residence permit form, the resident must meet the following conditions:
1) The housing object of tourist accommodation can be a single house or an apartment in a collective residential building, with the exception of hangars, garages and unfinished accommodation.
2) The owner has the right to rent all or part of his property to the same person or family or to several tourists individually, in the case of guest houses, provided that the total number of tenants does not exceed 15 individuals and the number of bedrooms is 5.
3) The temporary nature of the rental is necessary, as the rental period should correspond to the tourist’s period of residence without being considered permanent residence.
4) The owner can rent part or all of his house in the event that he does not occupy the house during the rental period, provided that the house in question is his habitual residence and not a property intended for rental .
5) Residence with the resident must be accompanied by a minimum number of services guaranteed by the owner, the nature of which is determined by mutual agreement between the two parties, provided that a personal welcome is required by the owner.
6) The furniture designates the minimum equipment which allows the tenant a comfortable stay during his stay. Also, the rooms made available to tenants must comply with sanitary conditions, and the rest of the equipment can be the subject of an agreement between the owner and the tenant.
7) The need for housing allocated to rental to respect the rules of hygiene, safety and purity.
5. Tourist guide:
Submitted to executive description 06/224 of June 21, 2006, according to which the tourist guide is a natural person who accompanies tourists for remuneration on the occasion of tourist trips and organized trips to museums, memorials, historical monuments, and natural parks and tourist places.
It should be noted that this activity is organized into two categories, a national tourist guide and a local tourist guide.
